On February 27, 2026, the Municipality of Bongabong, Oriental Mindoro, led by Vice Mayor Jayson M. Barcelona, and Councilors Niña F. Atienza, Melody Monreal and Cindee Guno-Sibulan, visited the Local Government Unit (LGU) of Tayabas City for a dialogue and benchmarking activity. The visit highlighted the growing importance of collaboration among LGUs in strengthening governance, promoting sustainable livelihood, and boosting tourism initiatives.
The Bongabong contingent engaged in a series of meetings and cultural immersions, underscoring Tayabas City’s reputation as a benchmarking hub for local governance in the Philippines.

City Mayor Anthony “Piwa” Lim warmly welcomed the delegation, emphasizing the value of inter-LGU partnerships:
“Collaboration between local government units is not just about sharing best practices—it is about building bridges of opportunity. When LGUs learn from each other, they multiply their strengths and create inclusive growth that benefits communities on both sides.”
Mayor Lim further stressed that partnerships are vital in boosting tourism and economic initiatives, noting that Tayabas’ openness to hosting other LGUs has made it a favorite benchmarking destination nationwide.

Councilor Janne Phaula A. Nades highlighted the need for adopting strategic systems that ensure inclusivity in governance:
“We must develop frameworks that integrate community voices, technology-driven monitoring, and participatory planning. These systems will allow LGUs to design initiatives that are not only efficient but also inclusive of marginalized sectors.”
Her statement pointed to the importance of systematic collaboration—from compliance documentation to participatory governance models.

PRDP and I-REAP: Bongabong’s Purpose
Councilor Riza Mae A. Llaneta articulated Bongabong’s mission in benchmarking Tayabas City, particularly in relation to the Philippine Rural Development Project (PRDP) and its I-REAP initiatives:
“Tayabas City has become a standard benchmark in implementing PRDP I-REAP projects. Our purpose is to learn from their systems and replicate their success in empowering rural enterprises and cooperatives back home.”
This underscores Bongabong’s drive to strengthen its agricultural and rural enterprise programs by learning from Tayabas’ tested models.

Councilor Sergio C. Caagbay, Jr. emphasized the long-term benefits of inter-LGU cooperation:
