Operational Structure



The Office of the Secretary to the Sangguniang Panlungsod is one of three (3) offices that comprise the Sangguniang Panlungsod, the other two being the Office of the City Vice Mayor (OCVM) and the Office of the Sangguniang Panlungsod (SP), to which the elected Councilors belong. The Office of the Secretary to the Sangguniang Panlungsod is not synonymous with the Sangguniang Panlungsod, which refers to the City Council’s elected members with their assigned legislative assistants and administrative aides. The entire Office reflects the Legislative branch’s longstanding and necessary independence from the Executive branch and Judicial branch.

The Vision of the Sangguniang Panlungsod, the Office of the City Vice Mayor, and the Office of the Secretary to the Sangguniang Panlungsod is to become:

            Vision: A highly professionalized institution of legislation

  • OFFICE OF THE CITY VICE MAYOR
  • SANGGUNIANG PANLUNGSOD
  • OFFICE OF SECRETARY TO THE SP

In pursuit of this Vision, the Office of the Vice Mayor shall be the leading independent, exclusive, accountable, and distinct resource of all sovereign local policies which are appropriate and necessary toward local governance, which include:

– Honest leadership working with Tayabasin in the delivery of much needed city’s development plans, program objectives and priorities;

– Improve local development administration and financing through effective legislation;

– Harness cordial and cooperative relations with national, provincial, city and barangay leaders; and

– Exercising such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

In pursuit of this Vision, the Sanggunian Panglungsod, shall be the leading independent, exclusive, accountable, and distinct resource of all sovereign local policies which are appropriate and necessary toward local governance, which include:

– Generating and maximizing the use of resources and revenues for the city’s development plans, program objectives and priorities;

– Granting franchises and authorizing the issuance of licenses upon such conditions and for such purposes intended to promote the general welfare;

– Regulating activities relative to the use of land, buildings, and structures found within the city;

– Enacting ordinances which shall ensure the efficient and effective delivery of basic services and facilities to the people; and

– Exercising such other powers and performing such other duties and functions as may be prescribed by law or ordinance.

In pursuit of the Vision, the Office of the Secretary to the Sanggunian Panglungsod, shall provide secretarial services and assist the Members of the City Council towards local governance and affecting legislative procedures.

The role of the Office of the Secretary to the Sangguniang Panlungsod is to provide backdoor and secretarial services to elected city councilors, assisting them in carrying out their legislative functions and constituency responsibilities regardless of political affiliation. The Office’s desired outcome is that the Legislative branch’s requirements are met. Its two services are:

  • support the legislative operations and research work requirement of the Sangguniang Panlungsod; and
  • support the Committee engagements assigned to the elected officials.

The Sangguniang Panlungsod, the City of Tayabas’ legislative body, shall be made up of the Vice Mayor as Presiding Officer, the ten (10) regular Sanggunian Members, the President of the City Chapter of the Liga ng mga Barangay (LnB) as ex officio member, and the President of the Panlungsod na Pederasyon ng mga Sangguniang Kabataan (SK) as ex officio member. 

The Sangguniang Panlungsod shall: 

  • Approve Ordinances and pass Resolutions necessary for an efficient Local Government;
  • Generate and maximize the use of resources and revenues for the city’s development plans, programs, objectives, and priorities, as specified in R.A. 7160;
  • Enact Ordinances, granting franchises and authorizing the issuance of permits or licenses on such conditions and for such purposes as intended to promote the general welfare of the City’s inhabitants;
  • Regulate activities related to the use of land, buildings, and structures within the community in order to promote the general welfare;
  • Approve ordinances to ensure efficient and effective delivery of basic services and facilities.

The Office of the Sangguniang Panlungsod has two (2) functional areas: Legislative Services and Administrative Services. The primary goals of these 2 functional areas are:

Legislative Services – To provide high quality legislative competence and strategic management to the Sangguniang Panlungsod, and to deliver extensive, accurate and timely support, as well as research works, in relation to parliamentary procedures, practice, and privileges to the Sangguniang Panlungsod (the members, and its standing committees).

Administrative Services – To provide efficient, structured and systematic administrative services to support the operations of the Sangguniang Panlungsod (the members, and its standing committees).

The Office of the Secretary to the Sangguniang Panlungsod, on the other hand, is one of three (3) offices that make up the Sangguniang Panlungsod, the other two, being the Office of the City Vice Mayor and the Office of the Sangguniang Panlungsod, to which the elected Councilors belong. The Office of the Secretary to the Sangguniang Panlungsod is not the same thing as the Sangguniang Panlungsod itself. The latter refers to the elected City Council members. The whole Office reflects the long-standing and vital independence of the Legislative branch from the Executive branch and the Judicial branch.
